Power cuts and fridge breakdowns: when chicken is still safe and when to throw it out

The power drops across the neighbourhood on a summer afternoon, or a fridge compressor quietly dies overnight and nobody notices. Hours later a homeowner or a restaurant manager is standing in front of the same question: is this chicken still good? The way most kitchens answer it is the worst possible way — open the bag, smell the piece, decide it seems fine. In reality the bacteria that cause food poisoning do not change the meat's smell, colour or taste, and the correct answer does not come from your nose. It comes from two numbers: how many hours have passed, and at what temperature.
The hours a closed door buys you#
A fridge and a freezer are insulated boxes, and as long as the door stays shut they hold their cold for a predictable period. The Saudi Food and Drug Authority states those periods plainly: food stays cold for about four hours in the refrigerator, about forty-eight hours in a full freezer, and twelve hours in a half-full freezer — on one non-negotiable condition, that the door is not opened. Those figures line up closely with what the US food-safety authorities publish: four hours for a refrigerator, roughly forty-eight hours for a full freezer, and about twenty-four hours for a half-full one. When two references differ on a number, always take the shorter one.
The gap between a full freezer and a half-full one is not a formality — it is physics. Frozen mass stores cold and releases it slowly, so every bag of frozen chicken sitting against another acts as an ice block chilling its neighbours. A half-empty freezer is mostly air, and air stores nothing, which is why it loses its cold in half the time or less. That, incidentally, is the cheapest precaution you can take today: fill the empty space in your freezer with frozen bottles of water, turning dead volume into a cold reserve that works on the day the power fails.
The most expensive thing you can do in the first hour is open the door to check. Every opening spends hours off your balance, not minutes — and the look tells you nothing, because your decision will rest on elapsed time and a thermometer, not on your eyes.
The decisive rule: four degrees and two hours#
When the power returns — or when you discover the fridge has been off for an unknown length of time — the rule is a single sentence: discard any refrigerated food that has been above 4°C for two hours or more. The SFDA guidance states it, and the US authorities repeat it in the same words. It covers raw and cooked chicken, meats, fish, eggs, leftovers and dairy. The 4°C figure is not arbitrary: above it Salmonella, Campylobacter and the rest of the list enter active growth, and two hours is how long it takes small numbers to become harmful ones.
The second rule is the one that goes hardest against instinct: never taste food to judge whether it is safe. The SFDA warns against exactly this habit, and the US agencies use the same blunt wording. The reason is that the dose which makes you ill can be far smaller than a test bite, and that food contaminated at this stage looks and smells entirely normal. The bacteria that spoil meat and change its smell are one group; the bacteria that make you sick are another — and the second can arrive a full day before the first.
What to throw out and what to keep#
Not everything in the fridge is equal. A quick sort saves you unnecessary loss while stopping you from keeping what has to go:
- Discard without hesitation: chicken, meat and fish raw or cooked, leftovers, cooked rice and pasta, milk, dairy and soft cheeses, cracked or boiled eggs, opened sauces containing egg or cream, cut fruit and vegetables.
- Usually safe to keep: unopened hard cheeses, butter and ghee, pickles, ketchup, mustard and other sealed acidic condiments, jam, bread and dry baked goods, whole uncut fruit and vegetables.
- A special case: chicken that is still frozen solid or still carries ice crystals — that does not get thrown away, and it has its own rule in the next section.
- Any package that has leaked onto another is treated as contaminated even if it appears on the keep list, because raw chicken dripping as it thaws carries contamination to whatever sits below it.
Can chicken that started to thaw be refrozen?#
This is the question that comes up most once the power returns, and the answer is settled and has a physical test: if the chicken still contains ice crystals, or is at 4°C or below — that is, as cold as it would be in a working fridge — it is safe to refreeze or to cook, and there is no need to cook it before refreezing. Anything that warmed above 4°C and stayed there for two hours or more is discarded, and is not refrozen no matter how sound it looks, because refreezing halts bacterial growth but undoes neither the growth that already happened nor the toxins some organisms leave behind.
One caveat concerns quality rather than safety: chicken that partly thawed and was refrozen loses some of its juice, because the ice crystals break and reform larger, tearing the muscle fibres, so it cooks out drier and less tender. The better practical decision for breasts that stayed cold is to cook them today or tomorrow rather than refreeze them, and to reserve refreezing for the pieces that never lost their hardness.
A plan for the first hours#
The decisions that matter are made in the first ten minutes, not after the power comes back. This short plan works for a home and a restaurant alike:
- Close the fridge and freezer doors and leave them closed, and tell everyone present so nobody opens them with good intentions.
- Write down the time the power went out. That number is what you will judge by later, and memory always gets it wrong.
- Push the frozen bags together into a single mass in the middle of the freezer, and wrap raw chicken tightly or put it in a sealed container so it cannot drip onto anything else if it starts to thaw.
- If the outage is expected or recurring, add ice blocks or frozen bottles of water — precisely what the SFDA recommends for areas where cuts repeat.
- When the power returns, read the thermometer before anything else, then sort the contents by the four-degrees-and-two-hours rule.
- Do not restock the fridge with new purchases until it has settled back to 4°C or below, and the freezer to −18°C.
The tool that settles all of this costs less than a kilo of chicken: an appliance thermometer inside the fridge and another inside the freezer, which the SFDA explicitly recommends. Without one you are guessing — and for the outage that happens while you are out of the house, guessing is all you will have.
In a restaurant: the same decision, but written down#
The numbers in a commercial kitchen are identical; what differs is the scale of consequence and the burden of proof. A home meal concerns one family, but a walk-in that sat six hours without power in a restaurant can become hundreds of covers served from stock with an unknown history. That is why a restaurant needs three things a home does not: a written power-failure procedure that the shift supervisor knows, not only the owner; a log recording the time of the cut, the time of restoration and the temperature readings; and a disposal record documenting what was destroyed, how much and why.
That is exactly what an inspector looks for afterwards: not your assurance that everything was fine, but evidence of when the power failed, what you decided and why. An operation running on hazard analysis and critical control points already has that framework in place, because a refrigeration failure is not a surprise — it is a deviation from a critical limit, with a corrective action written in advance.
The Saudi summer narrows the margin#
All of the figures above assume a moderate ambient temperature. In a Riyadh, Jeddah or Eastern Province summer, where the surrounding air passes 30°C without effort, the temperature inside a closed box climbs faster than the tables assume. The SFDA guidance states that the two-hour rule for food out of refrigeration drops to a single hour once the ambient temperature exceeds 33°C. Treat the durations here as a theoretical ceiling rather than a target, and lean towards caution the hotter it is, the longer the cut runs, or the emptier the freezer stands.
The closing rule is simple, and every regulator repeats it in its own words: when in doubt, throw it out. A discarded box of chicken is a loss you can count in riyals at the end of the day. A case of food poisoning in a family — or a cluster of them among a restaurant's customers — is a loss that riyals do not measure, and one you cannot take back once it has happened.
